I'm sorry but I can't help you since I am not familiar with your situation. You need to contact your municipality or the school you want to apply to for further information. But no you can not attend regular Swedish gymnasium without Swedish, but there are other solutions that you need to discuss with your school or municipality.

Yes, you should attend school when coming to Sweden. Education in Sweden is mandatory for children between ages 6 and 15. Contact your municipality when you know when you are moving. 

Gymnasium (upper secondary school, years 10–12) is optional. There are eighteen regular national programmes of three years to choose from, six of which are preparatory for higher education such as university, and twelve of which are vocational.

While entrance requirements vary between programmes, all of them demand students to have passing grades in Swedish, English and mathematics from their final year of compulsory schooling. So if you don't have that you need to look at International schools or a special programme for learning Swedish before you can start Gymnasium (ask your municipality about that).

Du kan gå gymnasiet på Komvux och du kan då välja ett helt program eftersom du inte gått gymnasiet innan. Du ska ta kontakt med Komvux i din kommun och be om hjälp med att göra upp en studieplan som passar dig och dina mål. Välj inte kurser på egen hand utan planera det med en vägledare på Komvux som ser till att du får allt du behöver och att det upprättas en studieplan. De flesta högskoleförberedande program funkar bra om du vill studera kriminologi efter gymnasiet.
